Doha: Two academics in the fields of law and political science have emphasized that the upcoming vote on constitutional amendments reflects the commitment of the Qatari leadership to enhance principles of good governance and deepen the spirit of participation. They highlighted that these amendments are crucial for strengthening national unity and consolidating the rule of law, underscoring their significance in promoting active citizenship.
According to Qatar News Agency, Dr. Yousef Mohammed Al-Obaidan, a member of the National Human Rights Committee and former professor of political science at Qatar University, stated that the proposed constitutional amendments are a fundamental pillar of good governance. He urged citizens to participate in the referendum, stressing that the amendments aim to serve the public interest and have been presented transparently.
Dr. Al-Obaidan noted that Qatar’s governance experience has evolved over time, enhancing national awareness and contributing to the country’s stability
and prosperity. He emphasized the pride citizens feel in the progress achieved through popular participation.
Dr. Hassan Abdulrahim Al Buhashim Al Sayed, Professor of Public Law at Qatar University, explained that constitutions consist of legal rules regulating public authorities and guaranteeing public rights and freedoms. He noted that the Qatari constitution allows for amendments through specific procedures outlined in Article (144), which involves a request from the Amir or the Shura Council and requires ratification by the Amir.
Dr. Al Sayed highlighted that the Amir’s involvement of citizens in approving these amendments reflects a commitment to enhancing citizen participation. He concluded by citing the Amir’s emphasis on thoughtful change as a means to develop and meet citizens’ aspirations, noting that the amendments embody the leadership’s will to enhance citizen participation in decision-making, contributing to the state’s progress.
