Doha: The Minister of Justice and State Minister for Cabinet Affairs, HE Al Mohannadi, addressed the first Cabinet briefing, emphasizing the amendments to HR laws aimed at improving the work environment. He highlighted the upcoming Legislative Advisor Program, which is expected to significantly impact legislative work. The program will initially be tested within the General Secretariat for Legislative Management before a broader rollout, as it requires a comprehensive data set from government entities to function effectively.
According to Qatar News Agency, the Justice Minister also discussed the Cabinet’s decision to establish a national center for artificial intelligence, a major initiative under the Ministry of Communications and Information Technology. The center will focus on supporting government entities in adopting AI technologies and will serve as a hub for AI-related research and projects, leveraging Qatar’s strong telecommunications infrastructure.
In response to queries on policy implementation for national development programs, the Minister outlined the General Secretariat’s role in ensuring policy coherence across government sectors. This involves coordinating with the National Planning Council and the Ministry of Finance to align sectoral policies and mobilize financial resources to achieve strategic objectives. The General Secretariat also works closely with the Civil Service and Government Development Bureau to align strategies with the Third National Development Strategy.
The Minister further elaborated on the Center for the Fourth Industrial Revolution’s role under the Ministry of Finance, which aims to enhance Qatar’s digital competitiveness as part of the Qatar National Vision 2030. The center, developed in partnership with the World Economic Forum, focuses on integrating Fourth Industrial Revolution technologies to support a sustainable economy.
On the topic of public-private partnerships in national projects, the Minister highlighted efforts to improve the business environment and government procurement processes. Recent forums organized by various ministries have engaged private sector stakeholders to enhance the business climate and encourage local production in industries like petroleum and construction.
Addressing national workforce localization in the private sector, the Minister clarified the sector’s law, effective since last April, applies to private entities, including state-owned enterprises. The Ministry of Labor is developing a phased implementation plan, recognizing national talent as a valuable asset. The Qatar Nationalisation Award was also introduced to honor contributions toward this national initiative.
The briefing concluded with the Minister reiterating the importance of direct communication with the media and the public to share key Cabinet decisions, underscoring the media’s role as a partner in institutional progress.
