BAGHDAD, The Cabinet held its regular session on Tuesday under the chairmanship of Prime Minister Adel Abdul Mahdi.
The Prime Minister reviewed the government’s stance on the human rights file and the reports of the United Nations Office and the judicial and security authorities and the strict guidance to follow up the details of the report seriously, and clarify the state policy and government responsibilities to protect the right to peaceful protest and the rest of the rights of citizens and the work of state institutions and the interests of citizens.
The Council of Ministers discussed issues prepared on its agenda and issued several resolutions, including the approval of the draft law of accession of the Republic of Iraq to the Protocol of 2005 amending the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation of 1988, which entered into force on 28/7/2010 and forwarded to the Council of Representatives, and the decision to confirm the reservation of the Republic of Iraq that the signature, and ratification or accession to the Convention referred to in no way means recognition of (Israel) or enter into any relationship with it based on the provisions of Article (21 / clause II) of the Law on the conclusion of treaties No. 35 – 2015).
The Cabinet agreed to authorize the Minister of Transport to negotiate and sign a draft maritime transport agreement between the Government of Iraq and the Government of the State of Qatar, as amended by the Council of State, and the Ministry of Foreign Affairs to prepare the necessary authorization document on behalf of the Government of the Republic of Iraq to the Minister of Transport in accordance with the approved contexts.
The Council voted on the draft law amending the law of accession of the Republic of Iraq to the International Convention on the road traffic in 1968 and the European Agreement supplementing it for the year 2006 (30) for the year 2015 and referred to the House of Representatives.
The Cabinet also approved a draft law ratifying an agreement to avoid double taxation with respect to taxes on income and to prevent tax evasion between the Government of the Republic of Iraq and the Government of the Kingdom of the Netherlands, signed in Baghdad on 1/7/2019.
