Ministry of Justice Launches New Package of Online Services

The Ministry of Justice has launched a new electronic package comprising 10 service programs and systems that would plainly enhance the performance of a variety of administrative units.

The service, in question, would facilitate the public access to online services easily and optimize the service system the ministry offers to the public and stakeholders outside the ministry.

Accordingly, a new system of online state case administration has been launched to streamline the operation of all users, in addition to providing an external gateway that enables government authorities in the State of Qatar to follow-up on their filed cases and apply for submitting lawsuits in accordance with an electronic workflow system that starts from the department and reaches the internal portal of the State Cases Administration.

A new internal portal has also been launched to help the administration automate all internal procedures, according to a set of electronic workflows and interactive monitoring dashboards and linking to
the Government Data Exchange portal (GDX), which enables data transfer to the new system.

To enhance the performance in the Legal Affairs Department and upgrade the mechanism for the meetings of the lawyers admission committee, a portal for managing the meetings of this committee has been launched as well.

For the first time this portal will offer new mechanisms for managing the meetings of a variety of sub-committees, as registered members will be able to vote on meeting agenda items and any new matters, especially the meeting minutes electronically in case the meeting cannot be held in person. Additionally, the portal offers a mechanism for receiving and responding to correspondence from lawyers submitted through the online portal.

Moreover, in order to update the work system at the Real Estate Registration Department that would be reflected positively on the services afforded to the public more expeditiously, the department has launched an online inspection’s system, that manages the inspection processe
s pertaining to the department.

The system includes the implementation of all workflow procedures, as well as conducting inspections on-site using tablets in an integrated manner with the real estate mapping system. This will have a significant impact on completing transactions so fast.

A system of interactive geographic dashboards has also been launched, displaying data on sold properties and their geographical locations in integration with the real estate mapping system and the property deeds system within the geographic information systems (GIS).

To strengthen the services of the department, three new services have been launched, notably the damaged certificate service, the lost certificate service, and the electronic inspections service. Through these services, inspectors can access the broker’s location, record evaluations, and add notes and evidence using their iPads, in integration with the real estate brokerage system and GIS. This is a new system that has completely replaced the traditional inspec
tion system.

Regarding the legal training, Legal and Judicial Studies Center has launched a system for the accreditation and signing of training course certificates in a consolidated and digital format within an electronic workflow system.

This system streamlines time and effort compared to the traditional paper accreditation method. Additionally, internal services have been launched within the Shared Services sector to facilitate access to administrative and financial services for various administrative units within the ministry.

To mark this milestone, Assistant Undersecretary of the Ministry of Justice for Shared Services Affairs, Khamis Muhammad Al Kuwari emphasized the importance of the new services at the ministry that would definitely make a paradigm shift in offering the services to the public and stakeholders who will easily obtain them.

He applauded the efforts led by the Information Systems Department in collaboration with all administrative units that have succeeded in launching these services
in implementation of the directives of HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi to activate the ministry’s digital transformation plan in commensurate with the ministry’s strategy 2024-2030, to cope with the sectoral plans for the third national development strategy that aim to achieve the goals of Qatar National Vision 2030.

For his part, Director of State Cases Department Dr. Jassim Saleh Al Kuwari underscored the importance of this enhanced and updated version of the state cases system that offers streamlined online transactions the flexibility in reaching for cases and displaying a dashboard that highlights the neglected data of state cases.

He pointed out that the system provides links to generate real-time overall and detailed statistics for all types of cases, allowing access to the overall general plan and instant information for all types of cases and diverse levels of litigation.

efficiency and effectiveness in processing and tracking lawsuits, Al Kuwari pointed out
