Doha: The Ministry of Justice (MoJ) has unveiled an exclusive official gazette detailing the decrees and decisions pertinent to the upcoming referendum on the draft constitutional amendments. This edition encompasses the full text of the proposed amendments, along with appendices listing both the established paper and electronic referendum committees, as well as the names of backup chairpersons and committee members.
According to Qatar News Agency, the gazette, identified as Number 16 for 2024, features Decree No. (87) of 2024, which calls on citizens to engage in the referendum. It includes the draft constitutional amendments for 2024 to the permanent constitution of the State of Qatar. Furthermore, Decision No. (1) of 2024 by the Chairperson of the General Referendum Committee outlines the appointments of the Chairperson and members of the General Referendum Committee for the referendum.
The edition also contains Decision No. (2) of 2024, issued by the Chairperson of the General Referendum Committee, whic
h establishes the Executive Committee for organizing the referendum on the constitutional amendments. This decision also details the formation of subcommittees and specifies their tasks.
In addition, Decision No. (3) of 2024 forms the referendum committees for the 2024 constitutional amendments, providing details on their tasks, procedures, and locations. Decision No. (4) of 2024 outlines the rules and procedures for conducting the referendum remotely, ensuring accessibility and participation for all eligible citizens.
The Ministry of Justice emphasized that this special edition is a significant milestone, serving as a vital reference for professionals and legal practitioners to understand the legislative measures enacted within a comprehensive legal and constitutional framework. The ministry noted that the referendum is a celebration of Qatar’s unity and commitment to constitutional values, prompted by the invitation of HH the Amir Sheikh Tamim bin Hamad Al-Thani.
The document highlights the importance of
popular participation in public affairs, particularly in decisions that will shape the future of Qatar and its institutions. The MoJ expressed that this edition will document a landmark experience achieved swiftly, showcasing the solidarity of the Qatari people with their leadership.
