Ministry of Transport and WSIF Sign MoU to Enhance Labor Market Stability

Doha: The Ministry of Transport and the Workers’ Support and Insurance Fund (WSIF) have signed a Memorandum of Understanding (MoU) aimed at strengthening cooperation in areas of mutual interest, particularly in the exchange of information and coordination of efforts to support the stability of Qatar’s labor market. The MoU was signed by Acting Assistant Undersecretary for Land Transport Affairs at the Ministry of Transport, Eng. Hamad Issa Abdullah, and Executive Director of WSIF, Kholoud Saif Al Kubaisi. The signing ceremony was attended by HE Undersecretary of the Ministry of Transport, HE Mohammed bin Abdullah Al Ibrahim Al Maadheed, along with several officials from various government entities.

According to Qatar News Agency, the agreement reflects the shared commitment of both parties to implementing Qatar’s labor rights policies and reinforcing inter-agency cooperation. Under the terms of the MoU, the Ministry of Transport will coordinate with the Fund to provide safe and reliable transportation for workers involved in legal disputes currently under review by the relevant committees.

The MoU also sets a framework for institutional collaboration through the exchange of relevant data and the activation of joint coordination mechanisms. These efforts aim to ensure the continued disbursement of financial entitlements to workers and to monitor cases involving company defaults in sectors regulated by the Ministry of Transport.

On this occasion, HE Mohammed bin Abdullah Al Ibrahim Al Maadheed stated that the signing of the MoU aligns with the Ministry’s ongoing strategy to strengthen strategic partnerships with national institutions. He noted that the agreement reflects the Ministry’s commitment to fulfilling its social responsibility. He further emphasized that this cooperation contributes to the integration of government efforts to create a fair and stable working environment for laborers, particularly through the provision of safe and appropriate transportation services that facilitate their access to relevant authorities and legal procedures efficiently and smoothly.

For her part, Executive Director of the WSIF, Kholoud Saif Al Kubaisi, affirmed that the agreement demonstrates the Fund’s dedication to removing logistical barriers that workers may face when seeking to claim their legal rights. She noted that the collaboration represents a significant step toward ensuring prompt access to justice and enabling workers to reach grievance channels effectively.

She also highlighted the importance of the MoU in advancing the Fund’s objectives of delivering social protection to workers and fostering a sustainable work environment. She praised the active cooperation with the Ministry of Transport.

Eng. Hamad Issa Abdullah expressed the Ministry’s appreciation for the institutional partnership, noting its role in enhancing the efficiency of the transport system in line with Qatar’s humanitarian and legal goals. He reaffirmed the Ministry’s commitment to providing the necessary logistical support based on best practices, underscoring its dedication to safeguarding the rights of workers in the transport sector while maintaining the efficiency and stability of this vital industry.

Both parties affirmed their commitment to implementing the provisions of the MoU, with a focus on developing operational mechanisms, promoting coordination, and sharing expertise. The partnership is expected to serve the public interest and support Qatar’s national priorities in the areas of human rights, decent work, and the preservation of human dignity for all workers in the country.
