Doha: The State of Qatar has formally communicated with the President of the Council of the International Civil Aviation Organization (ICAO) regarding an armed assault executed by Israel. This attack targeted the residential premises of several members of Hamas’ political bureau in Doha on September 9, 2025, leading to multiple casualties.

According to Qatar News Agency, the message was delivered by Qatar’s Permanent Representative to the ICAO, Essa Abdullah Al Maliki. It emphasized that the attack represents a direct violation of Qatar’s sovereignty and breaches the provisions of the Chicago Convention on International Civil Aviation. The communication also affirmed Qatar’s intention to retain all its rights under international law.
