Qatar’s Nationalization Law to Bolster Private Sector and Enhance Workforce Competency.

Doha: HE Minister of Labour Dr. Ali bin Samikh Al Marri emphasized the importance of the law on nationalization of jobs in supporting the private sector and providing it with skilled national competencies. This announcement was made during a discussion panel organized by the Ministry of Labour on the sidelines of the launch of the National Strategy for Effective and Highly Productive Workforce 2024-2030.

According to Qatar News Agency, Dr. Al Marri highlighted the collaborative efforts required from all relevant parties to successfully implement the national strategy and achieve its goals. The law on nationalization of jobs in the private sector is considered a key component in realizing the objectives of the National Strategy for an Effective and Highly Productive Workforce. The law is designed to support the private sector and equip it with qualified national talent.

The Minister explained that various entities, including the Civil Service and Government Development Bureau, the Ministry of Education and H
igher Education, and private and mixed sectors, are partnering with the Ministry of Labour to implement the strategy. These entities play a crucial role in enhancing the participation of the national workforce in the national economy.

Dr. Al Marri outlined the strategy’s holistic approach toward the workforce sector in government and private sectors. Initiatives aim to increase productivity and sustainable employment, with a focus on raising national workforce participation rates to 57.6% by 2030, up from 54.2% in 2021. There is also a targeted effort to enhance skill levels, aiming to increase the percentage of skilled workers from 37% to 46%.

The Minister assured that the job nationalization law is not intended to challenge private sector companies but to support them. To facilitate this, incentives and privileges are provided to help companies attract citizens. Initiatives include financial incentives for Qataris and children of Qatari women and advantages for entities covered by the nationalization plan

Entities subject to the law must notify the Ministry of available jobs, candidate requirements, and other data. The law includes measures to deter violations, with penalties ranging from written warnings to financial penalties and transaction suspensions for non-compliance. Severe violations could result in imprisonment for up to 3 years and fines of up to one million riyals.

In conclusion, Dr. Al Marri reiterated that the nationalization law aims to support the private sector, with strict penalties in place for fraudulent activities aimed at exploiting the law’s benefits without right.
